46 is the maximum possible, and that's with having max rank in Aneutronic fusion and also a crew who has the skill assigned to the ship.
The green power line is from Sam being assigned as crew, 1 free power pip to engines is the rank 3 Piloting skill affect (also 30% speed bonus). You can also get a free shield power pip if you have Omari Hassan assigned as crew, that's from rank 3 of Shield Systems crew skill.
The green pips are "free" bonus power, and are not included in how much reactor power your ship shows.
Mods. He probably has multiple reactors and also why the game is bugging out like that.
This was early in the game and I didn't realize that wasn't supposed to happen, so didn't pay much attention to the details but ship sure was full..
I don't use any mods or commands.
You have crew on your ship THAT is the issue. Crew on ships and crew at outposts are bugged and can lead to you getting but not limited too bugged reactor power, bugged shield strength, bugged weapons power, bugged ship speed, bugged crew capacity, bugged cargo capacity. For outposts it can lead to things like bugged output rates, bugged power production etc.
The problem is every single skill in the game is broken with the same coding errors which when your skills interact with crew skills it can and will eventually screw things up. Also the crew can cause bugs in skills they don't have like Sam causing the shield or weapons bug despite having no skills that affect those.
Once a ship is bugged you have 3 choices.
Choice 1 use console commands to inspect your ship and see the applied modifiers and change them to what they should be.
Choice 2 use the ship duplication glitch to dupe your ship as the new ship will be free from the bug
Choice 3 just sell the ship and start again
The issue is once your ship is bugged it's permanently broken and can't be fixed without console commands, so the only other option is to dupe it and sell the broken one or just sell it and start again if you don't want to dupe.
I would advise everyone not to use crew on ships or outposts as if you have any ship skills that affect ship stats and have any crew that affect ship stats or any outpost skills and crew that affect outposts you will get the bug it's only a matter of time. So just forget and ignore crew for ships and outposts until they fix all 336 character skills and the god knows how many crew skills as they need to be redone from the ground up.
The worst part about these bugs as they persist through saves so loading back to a previous save before the bug happened will not fix the issue as the bug will instantly be applied to your older save. This is speaking from experience here as I have had both ship bugs on 2 ships and the outpost bug on one of my outposts. Completely stopping using crew in any form has kept the bug from reoccurring for over 300 hours so yes it is completely a crew issue.
!) Boarding ecliptic ships is pointless because no one on the ships to fight unless i want the ship. Also, can not advance skill for more crew because must be at least 2 on a destroyed ship to advance.
2) Helium and Adhesive disappearing from outpost (maybe ship) inventory.
3) XP is messed up everywhere since higher planet number/difficulty does not seem to matter for more xp. It varies greatly.
Countless bugs but it's still fun to play. Hopefully the whole game doesn't break.
Edit: I should say it became bugged when I first met Sara. Her angry rage light up the whole game when i said something wrong. Blue quest started showing up everywhere and a couple of AI started to float into space. After she died it got worse.
