"Unusual SOS" quest broken

The quest "Unusual SOS" breaks if you get it while the quest "Rook Meets King" is active (and possibly other quests in that quest line) since the ambush that is supposed to happen when you reach the beacon doesn't trigger because the pirates are not hostile. You just see a note in the quest log that says something like "Starts pirate ambush scene." If you turn off the beacon, it updates to "Player disabled radio. Start Disables Radio Scene" but again, nothing actually happens.

That quest is unfinished. Has placeholder texts and it can't be finished

If you are playing for achievements its annoying because it will not go away and every-time you finish anything it will default back to that broken quest... and we cant use the console command to purge it or we lose the achievements. Bethesda needs to fix this.

Just ran into this so it still isn't fixed at December 1st, and I can see no way to progress it and not about to risk achs given I've only a handful more to get. (Also: not sure my pirates were non-hostile, unless Andreja opened up on them first from behind me and they were just shooting back and it just coincided with me finding the 3 dead workers.) Also, found a key to a lower level on one of the dead workers but cannot find anything that looks like an entrance or door to any lower level -anyone else seen this or is it just a result of where I ran into the mission (Indum IV-D at a location called 'Abandoned Griplite Manufacturing Plant')?
