Sarah is "free" so if you assign her to your crew, you can have up to 4.
You can assign one additional crew mate per level in the Ship Command Skill up to rank 3, and then 2 more for rank 4. So at maximum Ship Command skill rank you can have up to 8 crew members + Sarah, assuming your ship also supports a crew of 9.
For outposts, you need to build "Crew Stations" to assign crew to them. You may also need to have hab modules on the outpost. I'm not actually sure about that, because I have always built those before building the crew stations inside.
1: you need to make sure there are enough crew stations for them - the 7 crew limit you're seeing is from your active modules, like weapons, shields, engines etc. You still need to build habs with crew stations on them.
2: you need to invest skill points in a very specific high-tier social skill if you want to have more than 4 active crew members on your ship. I forget what its called, because I never actually invested enough points in the social tree to unlock it.
As for outposts, did you remember to build work stations for your crew? They kinda look like little office cubicles.

Also if you capture a ship with less, make sure to unassign crew beforehand or you lose crew depending on the crew slot difference.
I prefer the random bar NPC for crew, way easier to get along, and they dont care if you are a pirate sumbag
Remember, Sam Coe is 2 and you are 1.
Add members to the crew should be listed outside the skill tree category "Ship Command". Currently it can only be viewed if you open it up that skill.
Why is it listed under "Social" ? Should be listed under "Tech" instead. Tech should be listed as "Space Ship" instead of Tech. These weird terms just makes things more confusing.
