You probably know this, but just in case someone reading this doesn't - the total calculated CPU usage or load is useless in gauging game performance, what you have to be looking at is each individual thread (this can also be set in the Task Manager's Performance tab). This wouldn't apply directly in this specific case, but I have often had games where the CPU collectively is only at 10-15% usage, while my CPU was clearly struggling with the game, but looking at each individual thread it was clear that the main threads of the game were completely maxed out, my CPU simply not able to calculate faster, leading to stuttering and whatnot.
TL;DR Always look at the individual threads, ignore the total usage metric.
And also, yeah, this game is insanely CPU intensive, much more than it should be. It has also hated AMD CPUs from the beginning - at launch at least, many newer AMD CPUs were crushed by considerably older Intel CPUs. They may have balanced that out more a bit now though
For reference, my old and trusty 9900K @ 5GHz on all cores was always at or near 100% CPU usage in New Atlantis last time I played, with every single of the sixteen possible threads more or less completely maxed out.

i think your winddows setting is wrong , or you use 'full performance' instead of 'balanced' power setting
use THROTTLESTOP app and click the 'disable turbo' so your CPU dont rampage full power
That's completely dependent on FPS, though - the higher the FPS the more demand will be placed on the CPU as it still has to make all its calculations per frame. If you are below 80% total usage on an older CPU (thinking older than 10th gen Intel here) in New Atlantis, that also tells me that your FPS cannot be very high, and that you are actively forcing the CPU to under-perform (which is usually only sensible if you have insufficient cooling, or if the CPU is so weak that you want to avoid maxing out the threads, which can cause instability in many games).
