The Unity quest has an objective in a restricted area.
During the quest "Unity" you need to talk to a character who is in a restricted area only available to UCSEC staff but the game does not offer a way to gain access to that area outside of join the UCSEC from what I can tell.

The NPC you can interact with in the buildings non restricted zones amount to generic guards and sergeant Yumi. I tried talking to sergeant Yumi but all they want is for me to join UCSEC which seems excessive just to talk to one person. The other guards wandering around just give out non relevant one liners when you talk to them.

Just walking in and ignoring all the signs saying employee only seem like a good way to get arrested or shot by the armed guards that fill the building. They have a big sign saying security cameras in use so sneaking probably would not work either.

Must I enlist with the UC just to continue the main quest or did I miss a dialogue option with the person who sent me here that would get me access?

Save your game and Just walk in. I am 99.9% certain nothing will happen if you talk to them through the Bars. You do not have to Join UC or do any quests for Security.

If you go down to the cell at the end and on the left you also might find something useful.

Edit: In fact. The ability for some random Yahoo to go pretty much where ever is a big consternation of mine. But it's not my first BGS game and I am used to it. It never occured to me that I couldn't go in.

It seems this was the case and my business suit of +5 persuasion was not needed to talk my way in.

They have a few quest where I went to ask someone for info/permission but they had nothing to say but I still worry about trespassing.
