Shields don't regen at all in combat even if I'm out of enemy reach and not hit for a long time
When my ship is hit in combat and the shields are not at 100% anymore, say they are at 37% or so, and I use my thrusters to get far enough out, the enemies can't reach me at all and the ship is not hit anymore, then the shields still don't recharge at all. They stay at 37% FOREVER! But, if I gravjump out they recharge immediately in the new system. So, the pure presence of enemies alone, although too far away, somehow blocks shield regen! WTF! BETHESDA FIX IT! That's no fun at all!

Really important. Check your power settings for your Shields. If you do not have all your pips (little lines in the Column) filled than you will never get your shields all the way to 100%.
I know. I always have my shields fully powered.

Then I would try:

1. Switching to another ship if you have one.
2. Entering ship Builder and either replacing the Shield (you can sell and rebuy and as long DO NOT Apply Changes it shouldn't cost you anything) or buying a new one.

If you have Vasco or the Engineer guy from Akilla try unassigning them and doing the above.

Edit: I am assuming you do not have mods (Creations) and none of them have been removed.

I've never had that happen.
Did you try completely exiting the game, reloading the save to see if it's fixed?
I guess it is related to my pimped razorleaf (class c reactor, best available shield, particle weapons etc). When I switched to the Star Eagle, the problem was gone. When I switched back, the problem was back. However, it must be a bug because its related to the enemy presence. It is not that there is something wrong with the ship.
I have actually encountered ship specific issues myself, I don't think it was shields but weird stuff does happen. I don't recall the specifics of my issue. I also don't recall my resolution (if any).

Edit: I tried looking through my posts around my last playthrough but I evidently spent alot of time arguing with people.

My Recommendation since The Razorleaf isn't a candidate for selling has to be dismiss/unassign all crew (they will remain on your crew list so you can re-assign them after trying this POSSIBLE Solution.)

Make a Manual Hard Save (not quick or auto).

Make sure you are a shipyard that actually sells your current shield type (neon or New Atlantis usually have the most up to date models)

Switch to your star Eagle as your home ship.

Make sure you select the Razorleaf to modify.

1. Buy a new shield system (doesn't matter Which, that isn't your current one).
2. Exit out of Ship builder.

Save and Exit game.

Start game and Load your latest save.

Select razorleaf as home ship and fly to space and see if the issue persists. If it seems fixed, land and rebuy your chosen shield system. Repeat and see if issue is still there.

Honestly thats the best I got.

I've gone from one system to another and yes it's combat related as the shields always gets disabled by the buggy game.
@Ihateeverybody: Thanks for the advice, unfortunately that all didn't help. Now I will check what happens when I remove the crimson fleet quest devices. If that doesn't help maybe its time to say goodbye to the Razorleaf. I will certainly miss the spacer events (OMG, IT'S THE MANTIS!!!). Sad! Or I go into the unity.

It proves there is still a community willing to help others and not just trolls looking for attention.
Removing the quest devices did not help. Maybe it is really a game bug related to the Razorleaf. Maybe a badly written script. Who knows?
