it does tho, at least in my game, whenever i'm in zero g hitting shift causes me to go faster forward
from my testing it only works with keyboard and mouse and alt key as the alternative jump key. I can't get it working with a game pad and can't play with keyboard and mouse due to hand issues. I even used 3rd party software to map a controller button to left alt key on keyboard and the game still sees that I am using a gamepad i guess due to also holding forward or other buttons on gamepad and it refuses to act any different then the normal jump key. I switch to keyboard and mouse and suddenly skip packs are 2x faster and balanced packs are still like 75% faster. Reallly frustrating as exploring planets suck without that boost.
The way Todd Howard made a comment to everyone complaining about no vehicles that we have jet packs makes me think even he himself doesn't realize that jetpacks are broken right now. I know it's broken because the whole point of a skip pack is to give you much more horizontal speed by sacrificing jump height, but playing with a controller it does not, it gives me far less jump height and 0 increase in horizontal speed, i still only go as fast as running on the ground.
Here is to hoping a patch fixes this so us controller and console players can have the proper working jet packs.
Make sure it's set to your alternative key, keep space as your default jump and use left alt as the alternative jump key. i tested it and it 100% makes you go way faster. It's most apparent when using the skip or balanced boost packs, normal pack doesn't do much.

there is a couple of videos i seen that made it much easier to understand. But if you go into bindings in game you'll see "jump" as Space by default. in right column is the Alternative key column. For some reason it only works with the Alt keys, not letters etc, if you assign the alternative Jump key to Left Alt. Then in-game you simply hit alt jump twice to jump then keep hitting Alt and you'll go way faster then using the space key.
Why this works, I don't know. I have a feeling that they originally intended for it to work like this because packs like Skip is supposed to give more horizontal speed based on the in-game description, yet it doesn't. However if you use the Alt key as the alternative key for Jump, it suddenly does work this way and you go much faster due to significantly increased horizontal momentum when using the alt jump key.
Make sure your using a boost jump pack or balanced jump back to see the big difference. It is massively noticeable once you figure it out.
In my case however playing with a controller, I can't get it to work, even when using a 3rd party program to emulate a game button press as the L-Alt key that in-game keyboard binding is set to. It baffles me but I think game programming still knows your in "game pad mode" when your holding forward and all and then you press the alt key, it still acts as a normal jump, not the alt jump you have assigned.. I have a theory that it may be possible to emulate every key press with game pad to stop this from happening, but I haven't taken the time to test that out yet.. but it may be worth doing since this is a huuuge time saver for exploring planets.
I hope Bethesda patches it to make it work as intended as a normal jump. I really feel like this is how it should work. I even checks mods on nexus mods and they all rely on you using the alt key with their mods, so i can't even try a mod to fix this. My guess is I am stuck waiting for creation kit and a proper mod to fix this, or a patch from bethesda and they haven't freaking released any patches to fix a ton of issues in this game yet.
