how to scan?
I press F and bring up the scanner and I mouse over minerals or flora or fauna but I cant figure out how to actually 'scan' it so that it fills up the status bars on the left hand side of the screen. everything is still 0/4 etc

Press E while pointing at something, and you have to be close enough depending on your scanner level.

The objects you can scan are in blue color, you push E on them. The blue color should fill the object.

Everything you can scan is almost always found outside the city.

Just get close and use the E key.

Keep in mind you'll have to scan multiple critters and flora to get 100% scan credit on them.

It shoudl show you on the lower right of the UI what the key is to scan once you are in the scanner.

For me, it is "F" to bring up scan view and then "E" to scan things when they are targeted. Note, the scan function has a pretty low range if you haven't skilled into it, so you have to be pretty close.

Also, fauna and flora require more than one scan to get to 100%. You need to scan 8 different plants/animals (of each type) for them to be fully scanned. In the case of plants, if you harvest them, it will also mark that one as scanned, so you do not need to both scan and harvest if you plan to harvest.

First rank for scanner only reach upto 10mtrs

If scan isn't lit up on a blue highlighted item you aren't close enough. Scanning hostile critters is so fun....not.

On that note, in the the case of critters, if you kill them it also counts for scanning.

Your Scan range and the distance to the target should be shown on the scanner UI. Make sure you are closer than your max range (10m to start, increases with ranks).

Its 10m to the center of the object at base skill, which often times means you need to be closer than 10m to actually scan it.

You need to be in range to scan. I believe without skill investment its like 10 meters from the object. It goes up by 10m per level of the "Survey" (i think it is survey) skill.

Your scanner needs to be open, there needs to be a blue outline around it and then you can press E. Only exceptions are flying creatures (distance seems not to matter) and resource fields (when the ground is colored - there is not going to be an extra outline and the distance also seems to be eased up on).

You can also only scan them once. And you "scan" animals by killing them. So if you killed one, you can't scan it again, as it automatically scanned it for you.
