Vytinium Fuel Rods

Ok... I want to build a power rector for the outpost and it tells me I need 8 Vytinium Fuel Rods? I was told you can buy them on Mars at "Denis's shop" but I never get them to spawn even after waiting many times, just don't appear! I can't see how to make them and I have maxed out my skills for crafting so technically I can craft anything. So can anyone tell me how I can get these rods or make them thanks!

You can see what's required when you go to build mode but let me help you:
10 Adaptive frames
5 Control rods.
4 Tasine superconductors
8 Vytinium fuel rods.
5 Rothcite magnets
3 power circuits.

Now if you don't have the pieces to make it then make the parts you are missing and if you can't craft them see what parts you require.

It's likely going to be vytrium fuel rods and rothcite magnets here. You need some sub components but I tend to miss indicite wafer for the fuel rods.
