Is Vasco's voice AI generated?

I just started a new game and I called my character "Olivia Kelly" and the second I entered the Frontier for the first time, Vasco called me "Captain Kelly" with the voice over and all... Or is it just they recorded several common names? Which sounds like a lot of work for not much.

Vasco is the only char ive met so far of wich i can not stand how their voice sound. Its like a failed attempt to make a Stephen Hawking voiceMust add... i have no char with the Adoring Fan trait, i remember that bugger from oblivion and i could not stand that voice as well
