"finding yourself" NG+ universe

is there something you need to do to trigger this NG+ mode? i've gotten every other even twice already and can't seem to get this one to happen

Are the universe parameters random or deterministic? I thought random but maybe not.

Should be able to tell by repeating one giant leap and seeing if the resultant universe changes or is always the same.

I've been resetting right at the unity point for like 3 hours, got all the other random universes so far and this one eludes me.

Maybe just unlucky
