How do I smuggle contraband?

I got shielded cargo space. But when I went to UC homeworld I still had a 0% chance of not getting caught on the scan.

I remember reading somewhere that the more you have in relation to your total shielded cargo space, the worse your chance.

But I had hundreds of shielded cargo space "units" and only a little over a dozen contraband items at most.

The contraband needs to be in your ship's storage rather than your personal inventory, it only shields things actually inside it.

If you go to the UC office you should be able to find all your goods in a chest there. Sneak and then steal them. If I remember correctly they are no longer indicated as contraband.
