Its not an urgent situation but it does meant I cant use any save file mods if I cant figure this out
Xbox games use XGameSave api[learn.microsoft.com], which abstracts the storage as a hierarchical named blobs.
They are not encrypted, but they're handled completely by xbox, and not the game.
Synced local copies are stored per app package, in a SystemAppData\wgs subfolder. But you only get a local copy when the game is installed and was launched at least once (to sync from cloud).
Because the way data on xbox is stored, it's not 1:1 to regular filesystem-based storage, so you can't do universal 1:1 export/import conversion between xbox and normal pc version of the game.
In case of Starfield, as far as I've seen, they store one save file per container, and there's at least one project on github[github.com] where they try to implement steam-to-xbox import.
