You can see the itemid by dropping the item on the floor and clicking on it with open console. Takes about 5 minutes and you will have your ultimate dream gear. Maybe jettison your resources or some legendary items if it makes you feel better to simulate a crafting process.

And in contrast to Skyrim or Fallout there is no "world" to discover so those shortcomings show even more. Especially New Atlantis as the starter city is a trainwreck. People should just start at Neon or Akila City.
Dunno... credits might be a lost cause honestly. They just kind of happen to you over time, no matter what, and the need for consumables doesn't really eat into them.
I would prefer crafting gear/weapons than buying it just because it's slightly more interactive and gives me a reason to get into other parts of the game. Upgrades alone don't really do that I feel, given the rate at which I need them and their low cost. Plus, it means I don't need to be friendly with whatever place(s) hosts the NPCs that would do it for money.
