Feels like they had greater ambition for the system beyond just "Here's a slightly different lodge, now do it again." and it got cut. Probably for the best if they actually wanted it released in a reasonable timeframe, but it feels kinda empty.
Edit:
I think this might also be why a good few of the sidequests feel one-note, they were probably meant to be easily replaced with different quests, so not every trip to a city plays out the same.
Like I would ever want to continue playing this boring game again lol.
If you remember Mass Effect did the same thing for fighting off the machines (the truth of the endless cycle).
However their story was intense, engaging, choices/companions mattered more, and gameplay was fun.
I expected too much from Bethesda 2023, so disappointed.
