With its fire rate, that's some awesome DPS for the early game, but later on, enemies just have too much health for it to keep up.
I plan to change that when the creation kit comes out. lol
And I think most players already know this come to think of it, unless they absolutely refuse to use it for fighting and only use the pistol you're pointed to when the first pirates come. Which is a much worse weapon than the cutter, but it is a Weapon, so there must be some players that actually use it in that fight.
Only on very hard? What's the bug? How does it work?

Well first that's not a bug; it's treated as a fully automatic weapon because it's a continuous beam. The basic Maelstrom weapons the pirates drop have a higher rof with the same base damage, and to say that either one can instakill a boss enemy is simply not true, even if you right-click the cutter.
It *is* very usable and efficient in the early game, but as we've discussed, as enemies are scaled with your level the cutter isn't. It quickly becomes mediocre and by level 30 or so, no matter your build, it will be dangerous to try to use it.
There are 10 of them that means you can add another 20% dmg to all "tool-grip" weapons. I think that "Auto-Rivet" also counts as a "tool-grip" weapon, so you also get more dmg on that. https://starfield.wiki.fextralife.com/Auto-Rivet
And don't forget to use "Hellers Cutter" instead of the regular one. That one does 20% more dmg to robots.
Even with that boost, and even though I'm still low enough level to keep using the cutter, robots are too tough for the cutter to beat in a short enough time. I do happen to have Heller's cutter but it doesn't matter, because I wind up using a ♥♥♥♥♥♥♥ on robots. Shotgun? Oh. I made a typo.
More importantly, I didn't notice a difference after I got a copy of miner's monthly, so I'm not sure the cutter counts as a tool-grip weapon. I think that may be only meelee weapons like the hammer and rescue axe.
It is still fine against human, the limited range just make them not worth it.
I do it regularly with my fully kitted-out sniper doing 350dmg*3.5 sneak damage, not even taking the risk of getting hit back :P
