It's a society of shapeshifters and identity (if you can afford it) that has very little, if anything, to do with your appearance. Its existence is only there as a pretext for allowing a player character to modify their appearance after character creation, I don't see it as some brave message about the future, although some who want it to be that are sure to jump on it.
