Seems legit, 12/10 steam forums.
What settings are you running the game at? And how are you checking the CPU usage?
Also, what actual performance are you seeing? You said it was worse than others but how much worse are we talking here? It is 60fps vs 5fps?
I have tested it with all quality settings. in the videos I have seen, they were running the game at high in 1080p native and was getting between 45 and 55. With those settings I get 25 to 35. No matter the setting, I am unable to get a stable 60fps unless I'm on an empty planet or inside. I did most of my testing in the MAST district because that seems to be the most intensive location. I use msi afterburner to see my system usage. It says the game is using very little cpu. The most I saw was 11 and it was just a quick spike. Its mostly around 3%. When checking the usage on task manager, my total usage for cpu is around 45%, but that's total, It isn't the game
Never mind I'm stupid. I was reading the wrong thing my CPU usage is fine. I just have bad performance.
Try using CPUID HWMonitor to see your usages.
You can't tell if your CPU is working properly while you're sitting in front of your computer, but you'd like us to diagnose it's performance over the internet. LOL!

Here's a thought. Why don't you contact the vendor you bought your comp from's Tech Support Dept and run your issues by them? They should have an excellent knowledge of what you've got in your system (be sure to mention any up or down grades you've made on your own) and be able to make some useful suggestions.
Try some optimized ini files. I use the ultra at 2k and mine runs around 110. The settings and engine are as bad as fallout so needs lots of tweaking. I would try the medium and then work my way up. Just follow the instructions and it works fine.

Also I think its safe to say you can turn down all the extra effects down to low or off, since lighting in the game is ass anyways and you wont see a difference when turning anything other than details up or down.
Try changing some options to lower settings, do you know how graphic options work ?
Things you could try that may help:
-Mods that reduce the graphic loads with custom ini settings
-mods that reduce clutter
-Make a new, clean install of windows
-Curve optimize your CPU to get maximum efficiency from each core.
-Double check your RAM frequency is set correctly in BIOS
-Go to Windows settings and search for graphics. In there you will find a menu of every installed program. Set starfield to high performance.
-Go to windows power settings and set the computer in general to high performance
-Make sure no background programs are running at all.
-Clean your case. Reapply thermal paste.
-Use MSI afterburner to Overclock the 2060 slightly.
If you have the money for an upgrade, just adding this processor and 16 more GB of RAM will allow you to keep playing games for a few more years on that mobo with that GPU
If you do go this route, make sure the ram you get matches the stuff already in the PC

With CPU's, they either work, or they don't- you cannot start your computer with a malfunctioning CPU.
Your CPU isn't the greatest when it comes to gaming. Its utilization is too low, b/c it cannot supply your graphics card with enough bandwidth, thus dragging down its overall usage.
As far as gaming is concerned, your PC can only go as far as its 'weakest link' and your CPU does not have enough single-threaded processing to keep your GPU busy.

Starfield is very heavily CPU-memory bandwidth dependent -
The total Read, Write and Copy speeds of your 3700X will absolutely not be able to satisfy the very high bandwidth requirements of Starfield. If your CPU and RAM cannot give this game what it wants, it will spend most of its time in a state of near-idleness. (Which corroborates the '1-5%' figure that you cited)
So there you have it.
