On The run quest bug

I was hoping that Bethesda would fix the bug in the Freestar ranger quest line "On the Run". I can't get Mei divine to announce me as the next runner, so can't finish the questline. No such luck apparently.

When you talk to her, to start the run the first time, tell her you have other things you need to do first. Then walk away and after about a min, return to her when she is back standing next to the guard and then tell her you are ready to run it.

That is how I have got it to work.

I don't think I have that dialogue option, but I will see. She stands next to the screens that show the leadership board and all i can do is ask her about the run and why people bet on the runner.

...ran into this exact bug on my second review playthrough, wouldn't mind nearly as much if you could just shoot NPCs in the head and end the Quest. If they're never going to fix this 20 year old bug, just lean into it, let me kill everyone~!
