the 1070 TI is A LOT stronger than the 750 ti.
Looking at pure hardware reasons, fo76 ran fine on release, it did however have tons of other issues like networking.
Last I check, a good 750ti card could sell at $30 so consider an upgrade to RX 570/580 8GB if you're tight on the money.
Other than a minor lagging in a crowded area where everyone is moving and talking, I run just fine.
Same can be said for Cyberpunk 2077, Fallout 4 and World of Tanks (which runs just fine)...
So I am hoping that STARFIELD will run on my box!
Just upgraded the SSD I've been using for 4 years to a 1TB Samsung...
The 250GB one will make a decent mobile storage device.
