Report a translation problem
They have a Scarcity thing which does that. I don't know if its still separate or was part of the Combining they did with (I THINK 8.0 on). I always used it. But than I usually have Scavenging to Rank 3 pretty early along with Blades 4 (heals on kill) so health packs kind of accumulate.
I do have Starvival, I managed to find a med pack in a kit, which tells me it's rare.
How can I change Starvival's settings to affect the scarcity?
Ive dug around it, but unsure how to alter that

I don't use a mod manager so I can't advise on that. I would think though that it would have been an option on installation.
You can try reinstalling the mod (or however its done) and look out for the option. I don't know what effect it might have on an active play. My guess would be it would take effect with new areas, but wouldn't be retroactive in older explored areas until a cell reset. AGAIN, THATS A GUESS.
Edit: Just took a quick look at the Fomod file and yeah, a cell reset. It supposedly comes up under Options during install.
