Aid Items not spawning in First Aid kit containers
Granted, I have a hugely modded game, but, I have noticed the first 5 or 6 first aid kits had zero items inside them, not sure what could be causing it?

is the light lit up on them? Generally when they're empty the light is off. If its a known bug googling might help, but you couldve hit some rare mod conflict or something you need to dig around in the mods to find out which effects leveled lists, health items, or first aid containers.
Starvival?

They have a Scarcity thing which does that. I don't know if its still separate or was part of the Combining they did with (I THINK 8.0 on). I always used it. But than I usually have Scavenging to Rank 3 pretty early along with Blades 4 (heals on kill) so health packs kind of accumulate.

I do have Starvival, I managed to find a med pack in a kit, which tells me it's rare.

How can I change Starvival's settings to affect the scarcity?

Ive dug around it, but unsure how to alter that
You would have to install Starvival - ScarcityDisabler.esm.

it is located in Starfield\Starvival - Immersive Survival Addon-6890-9-2-1-1735962794\ESM\Misc

I don't use a mod manager so I can't advise on that. I would think though that it would have been an option on installation.

You can try reinstalling the mod (or however its done) and look out for the option. I don't know what effect it might have on an active play. My guess would be it would take effect with new areas, but wouldn't be retroactive in older explored areas until a cell reset. AGAIN, THATS A GUESS.

Edit: Just took a quick look at the Fomod file and yeah, a cell reset. It supposedly comes up under Options during install.

Ahh, glad you figured it out, I have been thinking about trying Starvival in my next playthru, but having those be too scarce seems illogical, although I suppose we can craft them still. Nice to see there's a ScarcityDisabler though, modders always find a way. :SF_Constellation:
