Can't confront citizens

I haven't actually done any proper bounty hunts yet, with the exception of the Hannibal starting quest. However, if I go round a city with my scanner on I'll occasionally find some rando with a bounty, then a 'confront citizen' mission is added to my list but I can't talk to them.
I've tried shooting them which just fails the quest, non lethal leaves the mission unchanged. Am I missing something?

Confront missions are bugged. The only thing you can do is kill and fail.
