23/24 Powers, 3 Undiscovered Temples...no further artifact leads? Spoilers

So.... I remember seeing a video talking about the powers, stating that the last power is actually tied to Barrett, and so if he's dead in your play through, you can't get the final power. Which in my game, he is. But, if that's true, why are there 3 undiscovered temples? Is this something new due to the DLC? Or is it something else? Is there some way to get that final power in if Barrett is dead? Is there a way to find this last 3 temples? Assuming they aren't DLC specific or something.

I also got stuck at some point without new leads, but then I completed the main story and after that, Vlad kept giving me the leads until I had everything. This required me to decide to return to the Unity later instead of going through it immediately, so that I could collect the missing powers.

You can unlock another chance to get the Barrett-associated power after you complete the main story. It requires you to go through the Unity.

yeah I'm not sure how far you have to go to officially "complete" the main story. I finished Revelation. The mission where you assault Unity, have all the wibbly time jumps, and then face the Starborn at the heart. I convinced him to give me all of his artifacts, and then also Barrett gave me all of his artifacts. I then got the option to talk to Vlad and go grab all the new powers, that has lead me up to the 23/24 total I'm currently at. My current main mission is called One Giant Leap. Are you saying I need to finish THAT mission before being able to get the last artifact? Because the mission description is telling me that I have all of the artifacts. I'm just trying to make sure I don't miss anything before going through the Unity and ending my first run.
