If you're talking about Shattered space, everything indicates that it doesn't require NG+ (or starting a new game).

Like all other story DLCs from bethesda you should be able to start and complete it on an ongoing playthrough.

I would actually hope NG+ offers subtle changes, just like it does to the existing content, so it might be worth holding off going through the Unity if you're close to doing so...
