Deal With The Operative Managing Assets Ruyjin Industries Mission Bugged

I can not find the operative at the marked location. I've tried searching, at it seems like this quest is notoriously bugged. Does anyone know how to fix it?

I read that there were console commands you could use, but I am afraid of screwing up my game. I have tried waiting for more than 48 hours in another location. I will try to got to Venus and wait and back.

It says he is in a certain place in Neon, but at that location, there is no one.

Please help.

Tried waiting 24 hours on Venus, which set time forward 2400 or so hours. But it did not work.

Is the command that fixes it, I have run it and will try to continue and see if there are any future bugs because of it.

I even tried reloading an earlier save, before taking the mission to no avail.

Tomo Higashi is the operative, so if anyone knows any place at me commands for him, I would like to see what I could actually do during that mission sequence.
