It'll probably be a mid to late game content though but that's just summation.
It's still somewhat speculation, but also information pieced together from developer interviews. It seems like Shattered Space won't be accessible right at the start of the game. Instead, you will need to reach a certain point (probably a level) for the DLC to trigger starting. Similar to DLC in Skyrim and Fallout 4 which also only triggered at a certain level/point in the story. Developer interviews did state that they want the DLC to feel seamlessly integrated though, so maybe it's won't be level based.
