Given the extreme specs required to mod world cells, the relatively small audience and the low quality content, I've a feeling it's at least a bit of both.
In other words, don't hold your breath for mods to save Starfield.
Matilija's Aerospace at Starfield [http//Matilija%27s+Aerospace] has vertical corridor habs and awesome variety of habs and stairs and elevators in several height choices and awesome glass habs, observation dome etc
Tiger Shipyards Overhaul [www.nexusmods.com] has a awesome 3x3x2 hab in two choices
Eit Clothiers Plus - Clothes jackets belts gloves glasses necklace [www.nexusmods.com] awesome clothes, it even has robot or robotic Prosthesis arms in a few choices
try harder in looking for mods next time, I have 85 mods installed, not going to link or list them all,
Sorry, but "more things to look at" isn't enough for me tolerate a game as mediocre as Starfield.
Without content to fix the terrible worl building, juvenile writing and repetitive POI copy pasta, there's no reason to play.
Alas, as a former Bethesda fan boy, I've finally learned that "Bethesda" and "High Quality" are mutually exclusive terms.

not every single creation mods is behind a pay wall, there are free mods there, the mods at Bethesda or mostly for xbox console users

4 times more than Nexus but in only 20 days.
Yeah modding is far from dead in Starfield.

Problem is that there's a lot of jank to wade through in the Creation store. Hard to find the good stuff. And hard to trust Creations, as so many have caused problems.
Very true, too.
I Browsed quest mods quick. And there is...stuff. but it's just too soon for quest mods of meaningful size.
Think I'll just let the game marinade for a year or 2.
