Display of Power Quest

I'm trying to do the Neon Quests and I seem to have encountered an issue. I did the Audition quest for the Strikers but I can't seem to start the next quest, Display of Power. I talked to everyone that Briggs suggested but when I go to talk to Hatchet to start the quest, there's no conversation other than standard options and to buy something. I tried using the console to start the quest but it said something about "Quest Failed to start, check warnings" I'm not sure how to check warnings or what could be preventing this quest from starting. I am using mods but nothing that changes how quests work. Anyone else had this issue or know a potential fix?
