If you are wondering if modders or Bethesda themselves will update this game then I don't know. Probably? Will they support the game at the level you want? I don't know that either. I hope so.
Bethesda usually prolongs its games for many years after launch.
What they could reconsider is the way of doing it (expansions, updates or other types of content depending on the way people play), but that the game will continue to receive support and periodic additions is unquestionable, whether they are of greater or lesser importance.
Since last April, Starfield has already had a consolidated and stable community of players (only on Steam, without counting other platforms or Gamepass, it reaches weekly peaks of simultaneous players close to 10K), and it has been like this for months, so it is not going to go down any further, in any case it will continue to have occasional spikes.
This will only be reinforced with each price offer or new development regarding the game, with renewed interest from time to time from some sectors of the public who don't have the game yet but would be interested, as well as the whole modding world which has also exploded in recent months (after the launch of the Creation Kit).
Starfield is very much alive, my friend, and will continue to be so for a long time to come.
Still crossing my fingers for minor dlcs like Skyrim got. I think they could still do a lot with Starfield to make it better. It has good bones, but it needs more attention.

Again, it's a single player game without servers. It can "survive" at 2 people playing it.
