Unable to pick up or loot anything

I started playing the game after a long hiatus. I just started playing from my last save. Everything works except for the ability to loot bodies of containers. I can't pick up anything. It's like everything is static. I tried the show item information in HUD fix and it made no difference. I tried all of the fixes I could find on here, and I tried installing StarUI HUD and that didn't work so I turned it off. I've verified the game files and I've got the latest update installed.
Right now the game is unplayable as I won't be able to replenish my ammunition once it runs out. Nor can I loot the weapons and suits from corpses. Has anyone come across this situation before and how did you fix it?

Disable any mods.

I figured out what mod it was the Enhanced Player Healthbar. 'preciate it!
