I use the above in spoiler tags to skip Entangled quest, any quest that takes 20 alt+tab's to see where to go in a quest at youtube is annoying to do and I rather use console to avoid the aggravation and annoyance
What I would suggest is go back to a save before you tried to start 'Regrets" and try again because I do remember Anders Farm specifically showing on the map.
Other than that I would ask on the 'Regrets' mod page. The mod author is active and answers questions.

Edit: Just met another similar block. Went to wagoneer and I stumbled upon the note downstairs before reading the note upstairs. Quest stuck. Fortunately I had a very recent save to go back to with this one. I've noticed Starfield has little tolerance for not doing things in exact order...
1. I do things out of order all the time in this game and it's always fine.
2. Now if you start adding mods then all bets are off because of so many variables. Things like how well the mod is made, not to mention how well each player put together their load order.
3. The mod author of "Regrets" clearly states that they are new at this and asks us to bear with them. Like i said I do things my way so I rarely play in a linear fashion which was a problem with this mod so I had to start the quest over again and do things in the exact order they were meant to be done in.
I would also mention as a general rules:
A. And just as important as anything else you'll do if you decide to mod this game is to never include any mods in your load order that contain a .esp because Starfield does not use esp's. You might get away with it maybe but it won't be long until things start misfiring the longer you play with an esp installed.
B. I also would not use any mod that contains an esm IF it were made before June 9th 2024 (or at least updated). Because that's the day the Creation Kit came out.
C. Always read everything on every mod page and do not get in the habit of removing mods that contain a esm plug-in mid-playthrough.
Those points are not necessarily aimed at your issue. I'm simply saying they should be followed as a general rule when modding this game.
I know I follow them and never have issues with modding this game. Same goes for others I know who follow the same practices.
