If it say "not accessible" or something along those lines then NO...
I know the ship is disabled but I thought if you could claim it then you could do enough repairs to get it back to a landing pad or something.
Xirad, are you willing to do some work in the creation kit? It seems fairly straightforward to just duplicate Moara's ship and change the duplicate's attributes to allow the player access. I might just do this myself as I like that ship also.
It was actually not hard. In the creation kit, just duplicate 'MQ102MoaraShip_Custom' (when it asks if you want to copy the custom interiors and such, choose 'no'...there might be stuff in there that is quest-related and possibly cause problems). Now right click on this new copy and choose 'edit'. Pick a new ID and name for it. Untick the 'unique' and 'essential' flags. Under the 'misc' tab, remove all the keywords on the right. Under the 'data templates' tab, I changed the 'inventory' selection to 'none' (you might not have to do this though). Now click 'save' at the bottom right of the window. A message will come up asking if you want to 'create a new form'. Click 'no'. Now go to 'file' in the top left of the main creation kit window and choose 'save plugin'. Name it what you want. Now again click on 'file' and this time choose 'convert active file to...'. I chose 'small master'. You can now exit the creation kit.
In your 'plugins.txt' file located at 'Users/your user name/AppData/Local/Starfield' add the name of your master file (esm) to the list and make sure a '*' prefixes the name.
Now you can launch the game. When launched, manoeuvre your character to a place where there is plenty of space in front of them. I used the 'tcl' command to gain some height too. Now engage the command console and using the 'help' command search for your new ship. 'help [part of new ship name] 4 gbfm' should work. Note the hex code that comes up after your new ship. Now spawn your new ship by executing the 'placeatme [hex code] 1' command. Your ship should spawn (probably around the player). Just back out of it until you can determine where the hatch is so you can approach the hatch door. You will likely have to use the 'unlock' command in the console to gain access.
That's it. You should be able to register and use your new Moara's ship.
