Why Shinya Voss isn't in jail?

I saved him when I assaulted the key. Also saved Delgado. The latter is in the Vigilance brig, but not Voss. Do you think he made some sort of deal? Does he appear later somewhere else?

I hate writing for Emil but I'd wager hes in protective custody until its confirmed the Crimson Fleet have been dismantled. Hes the Crimson Fleets bank, there is mole in Sysdef as indicated earlier in the questline, there is plenty of reason to want him dead so he'd need extra security

In-game reason is his part in the game was done so he was sent to the corpse cell just like Fallout 4 and Skyrim

While on the subject, is it possible to fill all the cells? I mean, save more pirates from their deserved death? At then end I still see two or three empty cells. I was wondering about the doctor, Samina Mizrah. During the raid she was standing in front of the bar and I just sniped her but later I thought maybe she wasn't aggressive and it was possible to talk to her, like Voss.

I don't know why he's not in jail, but if I had to guess from what I remember playing that part, maybe they're busy trying to disarm the bomb on him or trying to get access to the archives of crimson fleet records that he has stored on him.

He'd be in a VERY cushy place if the UC wanted anything from him, for the same reasons that Delgado did, and Shinya loves that power. A prison is not that place. He'd be pretty much royalty until the UC gleaned all of his ability to hack from him.

After all, he hacks Galbank on the regular; with that level of ability and access, the UC could hack FC systems without them even knowing... That level of spying? Huge thing in the power game.

Ofcourse, he could pull the pin himself, and that's his trump card. Best hacker in the Settled Systems and can interface directly with a starstation? That's not tech that you can find anywhere.

Well, from searching it seems that others have also found Voss to be missing. It opens the possibility of him appearing in the future, in a DLC or a mod.

Bethesda has a habit of just "dumping" a NPC wherever it was last. They did it with Rylie and Dr Sun in Fallout 4.

It was done again in Starfield like the Declan guy at the end of the Ebbside Strikers and the Neon security left behind in Lagrange's liquor shop.

Here's a question. Where are the prisoners going after their trials? There isn't a working prison in the game outside of the cells in UC security in New Atlantis.

But there is a large body of water right outside New Atlantis.
