Also, often when outside the settled systems and see a "Civilian Outpost" you'll find a bounty clearing board outside.
To pay off a bounty, you need to be outside of that nations systems.
If you have a bounty in UC territory, going to Akila will let you clear UC bounties.
The Freestar ships will attack you only if you A) attack a freestar ship in orbit, or B) you have a Freestar Bounty.
Quickest way is to build a bounty board on your ship using the "outpost" system. There's a switch in your cockpit, as well as access through the scanner.
Second way is building an Outpost and building a bounty board there.
You can also find them around the game, such as on the Key, or in random settlement POI's you can come across when exploring.

That's actually a quest starter. I don't want to spoil it, but if you join him you can do 2 things; Join him for a new questline, or shoot the guard and run for your ship.
(If you decline completely, you'll be teleported elsewhere. Make sure you go with the agree option whatever your true choice is)
