It’s a design decision, like with all their other single player games. Creation Engine was used to make Fallout 76, so yes, it could handle it.

Nope, NMS was advertised as multiplayer and released as singleplayer. That was one of the many missing features at launch.
It was added 2 years ago and it barely works. It was never improved upon.
Multiplayer for SF would be a terrible idea and a disaster. better leave it to ambitious modders so they come up with something like the "skyrim together" mod that no one remotely wants to use.
