Did they "fix" the bounty system or is there any mod to fix it ?

I love starfield and I am replaying it right now, the only thing that "killed" Starfield for me was that the bounty system felt broken, like no matter of you killing anyone or no matter of being sneaky of it you always get a bounty for like 40k+ like being a space pirate was useless to play because you only make -

I was hoping that they fix it too if you kill everyone you don't get a bounty or if no one is near you, so like any other bethesda game.

did they change the system a little bit or is it still useless to be a pirate ? and can you fix that with any mod or something ?

I have not much experience with that, but I remember a "all witnesses dead, bounty removed" thing.
