Scan planets and moons to find out which resources are present. Then land on the planet or moon that has the resources you desire. Now go mining.

Yeah, that's a pretty open question. In general, use the scanner to locate outcroppings (F key on PC), then use the laser cutter to harvest. It's automatically added to your inventory. If you're looking for a specific ore then scan the planet from orbit and you'll see what's available and where, gives you a good idea where to look. If you don't see it in the scan then move on to another planet and try again.

Buying minerals in stores is really cheap - to my knowledge Atlantis has a dedicated store for that and Neon does have one as well.
