Isn't that how it should be? Low level enemies should be easy to defeat. Otherwise what is the point of progression? I can't stand games where leveling feels pointless because enemies remain challenging from beginning to end. Even Dark Souls isn't like this. Games that are tend to be criticized for having poor leveling when it feels meaningless. For example, Bethesda's Oblivion is like this where the leveling is so horrible that at some point you eventually have to face bandits with full glass armor sets. Which is just ridiculous from a game perspective and lore perspective.
Good thing there are mods for this to tailor the player's experience. Just hope those mods will work with Shattered Space.
I mean I think Shattered Space should probably level with the player. That's fair. I thought you just meant in general. Like outside of Shattered Space.
Although, in most Bethesda games, they have a set level that is advised. But maybe Shattered Space will be different.
If you crave a challenge at lvl 250 then maybe use some basic entry level equipment instead of legendary.
That being said, this expansion is most probably the “end-game content” for higher level players, similar to what Nuka and Far Harbor were in FO4. At least I hope it is. Really looking forward to this mission but trying to avoid too much hype so I wouldn’t feel disappointed and betrayed by not seeing any rainbow ponies that I imagined I would be able to ride over there.

At that point, the game is a literal cake walk no matter what difficulty you set it for. Enemies could take a 100 shots and one shot the player and it still would not be difficult, just tedious.
Bethesda doesn't make 'hard' games, they make games for console players that don't play games. True story.
but it's dlc , that doesnt mean it's going to be great , that means its a relatively cheap add on and isnt going to redefine the game, it's extra content that wasnt necessary for the game but a nice diversion

What makes it a true story is that it's true. Since you haven't contradicted a single point and are instead arguing the meaning of two words in common usage, I'll take it as read that you have no rebuttal.
If you want to know what a game looks like when it's made for people who enjoy games, give DOS2 or BG3 a whirl. It's really a night and day difference between a corporate Microsoft product and a product from an actual gaming company that likes making games.
Hell, play Fallout New Vegas for that matter. In fairness, even Obsidian isn't Obsidian anymore though.
If you can't see the difference, I'd simply suggest you don't like games all that much or haven't played enough of them to tell a difference.
