hitting from stealth with a melee weapon and the correct skill perks and weapon mods will do a large multiplier of damage.
you can also silence most weapons, rather than try to bring a knife to a gunfight. But if you insist, the chameleon perk on armors is very useful for ambushing patrollers.
The only problem you have is that those do not immediately flag targets as dead and apply damage instead. Which means a strong enemy can survive your backstab. And critical headshots are kinda hard with a blade from behind.
get a dagger like thing with high damage, creep behind them, and one shot them.
Or try to do that and then andrea cuts loose with a gatling laser
You can use grenades to distract as well.
