So if they were wanted ALIVE only and I just shot them, I would have been in trouble? Guess I need to check that. I just kept trying to talk to them and couldn't get them to respond at all.
I did at one point while scanning him see his rap sheet, and it was a long list of crimes.
I ran into a guy in Akila that was red when I scanned him, (and I was already in trackers alliance) and when I tried to talk to him, got nothin'..... I just shot him. Folks in the neighborhood freaked out, but, the guard that was standing right there didn't even bat an eye.
Yeah that's my experience exactly ... well except I was in New Atlantis. Does make me wonder how someone wanted gets in, since you're scanned as you enter the city.
As far as TA goes, its only there to turn in astra coins. The 5k bounties are nice for lowbies but the TA mission board on a high level (60+) planet will get you better target with better loot at higher levels. The boss chest of any POI can have an astra, so its not tied to the mission origin at all.
And on astra, my new game (at the TA update launch) I was able to gather about 30 units by level 60 which ensures mostly advanced item rewards. So they are slow going. And save scumming, only about 1 item in 30 or more were even equal to what I already had from his gold tier stuff. Its heavily biased to give you melee weapons and low quality(even if gold colored!) packs/helmets. Low quality meaning 1/3 of the DR you would want and lucky if 1 of the 3 bonuses is usable.
I was scouting a random settlement in a random system, doing survey work, when I noticed one of the civilians was red on the scanner. Hit him with EM, and he faceplanted. Everyone else running around panicking. But...I got some money suddenly ka-ching-ing into my account. I could have killed him ("Dead or Alive") but it's my policy to not kill unless I must.
Similar to your case, nobody went aggro on me after I shot the guy. So at least there's that benefit.
