It´s great the game has mod support, that is already much more then just cosmetics and will be much more when CK releases.
OP means that the game is bad, with intentionally inadequate content, because Bethesda intends to rely on unpaid modder labor to make their game halfway decent.
You know, to bring it up to the level of any other game you would pay $70 for.

making a copy paste outfit in a different color is not that hard.
Most of the larger modders that did stuff for Skyrim or Fallout alreay said they have 0 interest in Starfield since the game has a lot of backbone issues.
