Not out if my own experience, but the performance was very bad at launch.
I run the game at 4k resolution using all settings on Ultra (shadows on High) and have DLSS on balanced.
My system is good, but not top shelf anymore.
Intel I5-13600K
Nvidia RTX3080 10gb
32 GB DDR5 @ 6000mhz
Installed on a Gen 3 Samsung 970evo nvme ssd.

Those with drastic issues either didn’t have an ssd or didn’t have a rig that met the game’s requirements
If you couldn’t run it odds are you didn’t have a capable rig
People who had problems and claimed to have a high end PC - often turned out to have a 5 to 6 year old system when queried and often installed on either a disk hdd or an external ssd drive. Using an internal ssd fixed most of their issues, and of course accepting their old high end rig is now very marginal at best for a new game like Starfield help them sort out their issues.
You really do need a current spec rig to run this game.
What was said is that the game was optimised, and if you had performance issues you likely needed to upgrade your pc.
Nobody was forced to upgrade their rig to play the game, they were told they would need a semi upto date rig in order to run it well.
This is true for every game ever, you need the hardware capable of running it, in order to run it
