What? If I knew which outpost I built it at, I wouldn't be looking for it. Are you being funny or are you stupid or was I not clear enough?

I'm not sure of a way to see what is at the different outposts. I do know that an icon shows up in the system they are it when you are in the galaxy map. So you will probably have to search it.
I built it on the ship because it made more sense.
For one, it's more convenient, and secondly, you are using it to grav jump to Unity.
You only need to use it once, upon completion.
You can build the armillary anytime after the tech opens in the quest. There is a panel/terminal on the ship that is the armillary. You just need to interact with it.
The armillary can be built, and in the story is built, before you have all the artifacts. Maybe do a quick count through the ones in inventory?
If it doesn't have it, a little icon/flag on the Outpost listing to indicate armillary exists the would be handy though.
It could very well be a bug, if your save is old it's most likely that.
the armillary has been related to some nasty bugs in the past preventing you to reach unity without forcing the quest with commands.
It sounds like have all the artifacts (you should have completed "Revelation") and your last step is going through unity ("one giant leap").
You could try deleting and building the armillary again, save and reload at different steps in case that changes how the quests registers but if everything fails you can always use commands to finish your playthrough and go to NG+, which should be free of those old bugs.
my point or question was, will it let me build the armillary if I don't have all the artifacts?
How many artifacts are there? 24? I read a comment that there is an map icon for the armillary but I don't know if that's true.
What are the commands for progressing the quest? My save is quite old. Which is why I started to head thru unity again. I thought they had fixed that "big save" bug but I figured a quick wash thru NG might help. I got a lot of mods but the game just started getting a little buggy out of the blue.
