Report a translation problem
No separate set of design documentation. No master design doc. It was all code-level comments. That's not how you do design documentation on a 200+ million dollar project, unless you're Emil, and unless you're incompetent as a lead designer.
So please, which part disagrees with the statements I just made above? Be specific, take time to address each word, or you come off looking like you're just trolling for the argument.

After listening to those devs it sounds like a cult all enamored by their dear leader Todd. When someone is described as charismatic that should be throwing up red flags for anyone knowledge in psychology.
Charisma on its own isn't bad but when combined with the other personality traits it becomes problematic. You have an ambitious person who knocked on Bethesda's door demanding a job. You have a documented control freak often described as a seagull that flies in and ♥♥♥♥♥ on everyone's work. You have someone who will reject the first draft and accept the second.
You have the cult following devs who will say they got "bopped" but deserved it like women in domestic violence situations that say it was their fault. You have devs crunching and sleeping in theatres and cubicles. You have devs doing physical harm to themselves to please Dear leader.
You'll also notice why they all left when Bethesda got too big, their access to Dear leader was reduced. This is also the time Bethesda/ZeniMax became more unionised, first QA then all staff. No longer could crunch be a thing to appease Dear leader.
That culture that Emil was/is a part of as Todd's yes man lackey is only part of why they are now in decline. All cults eventually fail...
