The testing they are talking about is internal, and that will take a while.
They said in the update blog that it'll be with the expansion in the Fall.
So they will happily reinstall when update comes out

Guess I will just put my prediction here
People have been saying that the creation engine is incapable of vehicles and I think this implementation of vehicles will be the lamest attempt at a vehicle seen in game.
If you actually watch the footage the vehicle seems to be moving rather slow and handles suspiciously like the horse from Skyrim.
Pretty sure the vehicle that we end up getting will have nowhere near the speed or the nuance in handling one would expect from a vehicle, even if we use the Make from Mass Effect 1 as a baseline which was a game released in 2007 2 console generations ago and wasn't a technical masterpiece itself I highly doubt the vehicle Bethesda releases will reach even that baseline of quality.
They usually have a dedicated team to handle each expansion, since it isn't a small indie studio.
You would be running 2 - 4 teams at a time.
So they would have a dedicated team already working on DLC 2 and DLC 3
Ahh... 6 more months of not reinstalling Starfield then. Damn.
