Yes this should work, save and reload probably too, the elevator isn't linked to the quest so hardly broken by the quest state itself.

To start a Red Line run you need some NPC suggesting you make a run, the champion can do that, fans too, not sure if there's a trick to speed it up but it can happen very fast, even after a run just finished.
Check your task log to see if you have already the task to run the Red Line, select it, this should help find the women boss allowing start a run. If not, try trigger it as quoted above, move all around close to all NPC, eventually talk some and the champion.
