They have patched bugs. Its hard to say if those are what you experienced or not.

I am guessing it might take at least a year or two before they fix this, if they ever get around to doing that which is a guess at the moment since both Microsoft and Bethesda are silent.
Point 3 should have been point 1. No improvement whatsoever in that regard.

Nope. Hasn't changed a bit, other than getting DLSS and some patches so it runs slightly better and bugs out slightly less. It's the same game.
