If you're noticing it getting stuck at 60Hz with v-sync on, can I ask.. is it a new machine? Have you checked what the refresh rate you're using on the desktop? Windows tends to default to 60 unless you tell it otherwise, even with a full-on hardware G-Sync monitor attached, which has caught me out more than once on a new machine.
I run my DLSS on Auto.
I also agree with Ashley as far as checking your desktop setting as I've seen it set on 60Hz for some users.
Nope, not a new machine but a new monitor... Every couple of years i upgrade when i need too. Just wondering what is the best setting for my setup. I'm kinda confused what to go with...

Yes, you'll still get the odd physics shart where you walk into a shop and loose items suddenly hurl themselves across the room, but jank is part of the Bethesda experience. It's still less common than the physics freakouts of Skyrim or FO4 after you unlock the framerate and try to compensate with the physics tick rate.
So its perfectly normal to go above 60 frames ?
My game is generally nailed at the refresh rate of my monitor, which is 144Hz in my case.

Sorry to ask but what processor you using for this game??? I think my i7 12700k will bottleneck if i set graphics to ultra.
Why not let GeForce set it for you? That what I did and it works well. I have a 4070Ti with mostly Ultimate settings.
Thanks, i just tried it but i get abit of screen tearing on my 1440p 165Hz G-sync monitor.
Tearing is the V-snyc.
My monitor is only rated at 165@1080P - I'm playing in 1080P and the FPS is capped at 165.
Most settings in Display (GeForce) are on Ultra. (In Geforce)
Display Mode - Full Screen
Dynamic resolution - Off
Enable VRS - Off
Frame Generation - Nvidia DLSS
Particle Quality - High
Refections - High
Render Upscaling - 100
Upscaling - NVidia DLSS
Vsnyc - off
XeSS - Disabled
Reflex - On
RTX: DLSS Mode - Quality ( but Geforce recommends Ultra Quality DLAA )
Thats what i got with v-sync off since my monitor is g-sync
