Completed Bounty: Starjacker successfully...

I cannot continue the Tracker's Alliance Quests past Bounty: Starjacker and the Elite Missions on the downstairs Mission Board. When I try to take the Bounty: Vulture and the renewed Bounty: Starjacker on the main upstairs Mission Wallboard I get a popup saying "In order to accept this bounty mission, you must first get approval from Agent No. 1 as part of the mission "The Tracker's Alliance" In my Mission logs it does show Bounty: Starjacker completed and I did finish it with Roach and return to the HQ and reported the results to Agent No. 1 and she said I now have access to the downstairs area etc... but now none of the NPC's in the HQ will 'Talk' to me and it looks like getting any more main missions, paid for or not is a 'no go' for me. What did I do wrong??? Am I supposed to do a bunch of Elite Missions to get Agent No.1's approval or was I supposed to automatically get it after completing Bounty: Starjacker???? I did pay for and enable in load order the Vulture quest and it shows on the wallboard but I get that message saying I need Agent No. 1's approval

Wish I could share screenshots here, but Yes I paid for and installed and verified it is in the Load Order for the Vulture Creation mission.
My wallboard now displays 3 bounties, Vulture, a new Starjacker in the middle and on the right it shows Starjacker with an 'X' across the bounty posting for the failed first attempt to capture/kill Hannibal. Both the Vulture and the new Starjacker Bounties give the 'need approval response when I click 'E' on them as stated above. Agent No. 1 is standing in her normal spot but does not respond to 'E' to Talk, and none of the other NPC's do either.

Not sure if you did anything wrong. After the Starjacker mission we have access to the mission board downstairs. Did you install the Vulture mod?

Should the Starjacker mod even Refresh? That seems strange. Does it continue on? Did a mod reactivate it? Maybe the Hotfix or did it update?
