Frame Generation is free to all with a card that can run FSR3 (not just for AMD cards) to use NVIDIA's frame gen yes you would need a 40 series card but AMD's frame gen is not proprietary.
I can't remember how far back the compatability goes but I think even NVIDIA 900 series can benefit from FSR3, I'd have to do some digging to find the details but the compatability seems to go a fair way back, Of course the catch is the developer needs to implement FSR3 into the game.
I have been playing on GeForceNOW but thought FSR3 might let me run it on my potato. It did and I can but FSR3 does not help the lack of VRAM. I think if the VRAM requirement was lower, the minimum specs would be a lot less imposing. You can't put a large coffee in a small cup after all.

Well as Auddie above said it would work on an AMD HD5XXXX series, but again as Auddie said I wouldn't go dusting one off expecting miracles :D
I saw in the other thread you mentioned you had a 1080, I think you'll be surprised to find it would help your card a fair bit.
I tried out the beta frame gen for AMD (fluid motion frames was implemented on a previous beta driver) with an 6800XT this was with FSR2 only and the increase was also doubled, albeit the image wasn't great and you could spot the technology turning on and off when there was fast paced motion (moving your mouse quickly etc) this created small gfx artifacts in the center of the screen (you had to really be paying attention to see it in honesty) doesn't seem the case with FSR3 although I'm now on a 7800XT after the previous card started to fail and was no longer in stock they sent this as a replacement so it could just be that.
